A proposal will be made to the Village Board to form the committee that will help develop a plan for the future use of the Municipal Parking Lot Area in the Village Center.
The Planning Commission agreed yesterday to form an ad hoc committee to help develop a plan for the future use of the Municipal Parking Lot Area in the Village Center. This area includes the former Police Station, Grounds Building and Hose Tower, and Municipal Parking Lot. Some trustees and commissioners brought the idea forth. The committee would be made up of representatives from the Board of Trustees, Greendale School District, Greendale Historical Society, a Greendale business owner, Planning Commission, Village Manager and a number of residents. The Planning Commission will meet on Wednesday to discuss the future the Municipal Parking Lot area. Prior concept plans that included multi-residential buildings were met with resistance from residents.
The Greendale Planning Commission will once again discuss developing a conceptual plan for the future use of the Municipal Parking Lot area, which includes the former police station, grounds building and hose tower on Wednesday. Concept plans were presented at open houses in February and April. Multi-residential buildings in all five concepts were met with resistance from residents and some Village trustees. Some residents took to the streets after the first open house and passed out hundreds of fliers to Greendale homes. The second open house on April 18 had lines of people waiting to see the concepts and voice their concerns to Village officials. Even though housing has been eliminated from the concept planning will continue on with between officials, shop owners and residents.
Village officials say concept planning for the redevelopment of the municipal parking lot will continue even after they announced apartments will no longer be part of it. Greendale residents' disapproval led to the decision to eliminate apartments from the concepts. Village officials say the Planning Commission and professional planners will continue to work on concepts. Village President John Hermes responded to concerns from Greendale residents in regards to the apartment buildings included in the concepts meant to redevelop the municipal parking lot in the Village Center.
Apartments are no longer part of the Village Center redevelopent concept, Village President John Hermes wrote in a letter to Greendale residents. Last night the Village held an open house that filled the Greendale Safety Center with concern regarding apartment buildings in the five concepts for redevelopment of the municipal parking lot on Parking Street. Greendale residents Jackie Kraemer and Luke Huberty ran an unofficial exit poll by the door at the open house. They collected 197 signatures against the apartment buildings and 3 in favor them. Residents had a chance to examine the municipal parking lot concepts as well as insert their input into the future of Greendale. Many expressed concern over the amount of parking and the apartment buildings in the concepts.
By 6:15 p.m. there was already a crowd in the room and a line out the door, and by 6:45 p.m. there was no available parking close by. Ironically, parking is one of the issues that drew many people to the open house at the Greendale Safety Center. Resident concerns about the concepts that included building a multi-family residential housing in the Parking Street parking lot prompted the Village of Greendale to schedule a second open house on April 18.
Redevelopment concepts to replace the Parking Street lot with multi-family residential housing was met with resistance by some residents at a March 14 Planning Commission meeting. Officials are giving people another chance to review the plans and bring ideas of their own. Trustee Sally Chadwick proposed having a second open house to gather more resident input. The Village of Greendale and the Greendale Historical Society held an open house brainstorming session to gather input from the public for future Village Center redevelopment. GRAEF, a Milwaukee-based engineering firm, developed five concepts that were on displayed at Wednesday's open house. Conversations about the Village Center redevelopment flourished after the Historical Society presented their plan for redeveloping the Hose Tower and the old police station on Parking Street last year. The Historical Society president Ted Mainella announced at the December 20 village board meeting that it reached it $50,000 goal this year. The Board of Trustees voted in October to match funds raised by the Greendale Historical Society in the amount of up to $50,000 in 2011 and another $50,000 in 2012. At first the project idea started with renovating the Hose Tower and the Grounds Building, now the society has added Parking Street into the mix. Parking Street has businesses along the corridor and a parking lot. "The hose tower has now become a piece of a puzzle for a bigger project," Mainella said in an interview. What you have to do is look at areas that have the same kind of "Village" areas like we do. Look at Cedarburg.... why are there stores all still going, and everytime we go there, all the stores are OPEN and usually the streets are crowded with customers.
