Two paramedics told police they saw Milling throw a white plastic shopping bag by a shrub near the accident after they had arrived. Inside the bag, police found a mailing envelope that contained a heat-sealed plastic pouch with 15.96 ounces of marijuana, just less than a pound.

When police arrested Milling, he told them he was trying to “get money” to pay for his mother’s medical bills. He also told police, “I’m an idiot.”
